POPULARITY OF BAHUJAN SAMAJ PARTY IN THE COUNTRY.

The victory of 9 out of 11 Assembly seats in Uttar Pradesh in bye elections 2009 ,the biggest State of India has proved that the poularity of Bahujan Samaj Party in the country is increasing day by day. The credit to this victory goes Bahan Kumari Mayawati, the National President of the Party and Chief Minister of Uttar Pradesh. The people of the country are fed up with the policies and programs of Congress and the B.J.P. and people wants any third National Party should come forward and rule the country. The B.S.P. has shown the seeds throughout the country which gradually will give fruits. The days are not far away when when the party will take the master key in its own hands . The inflation ( price rise ) going to be un controlled in the country, the un-employment has created a problem of law and order situation, the rich are going to be richer and the poor are going to be poorer, in many states the 85 amendment in the Constitution has not been implemented , the black money is increasing day by day and being deposited in the foriegn Swiss banks. The U.P.A. Government has totally failed to get back the black money. If this black money is brought to India by an ordinance, the same should be distributed to the middle and low income groups/ families as social security pension Rs. 1 lac each family per month for five years in the first instance. The assets and properties made by corrupt persons should be confesticated and deposited into the Government exchequire beside putting them behind the bars. All these grievances/ problems could be addressed only if the people vote to power the Bahujan Samaj Party in the next parliamentary elections. The B.S.P. is only the party which can address to these problems if voted to power. The party high command should chauk out a program in all the States to highlight all these national issues so that the people could be educated to vote to the candidates of the B.S.P. in the next elections. The financial positions of the party and its workers in the States is quite weak which requires immediate attention of the High Command so that they may move to common men , women, youngesters, senior citizens to make wide publicity of this agenda in the country. By doing this, the mind of the people could be changed and they will be able to get rid of these major two parties which have the same policies and programs . CONSUMER PROTECTION MOVEMENT IN INDIA

The Central Government enacted a law for the welfare of scattered consumers in the country during 1985-86 the the Act was notified as CONSUMER PROTECTION ACT, 1986. This piece of law is very important for the scattered consumers in the country. The State Government showed reluctance in its implementation. The Non Government Organisations had to knock the doors of the courts and even the Hon'ble Supreme Court of India for issuing writs/ directions to the State Governments for its implementation in proper manners. In a writ filed by late Sh. H.D.Shore, Director, Common Cause, before the Supreme Court lasted many years and during the period interim directions were being issued to the Central and the State Governments. In one order the Supreme Court burdened the All the State Governments with fine of Rs.5000/- each for non implementation of the Act in its letter and spirit. Even till date, the Government of Himachal Pradesh, has not implemented the Act in proper manners. There is a provision in the Act that a separate District Consumer Disputes Redressal Forum is to be set up in each District and even if the complaints are much and more , second and third District Forums could also be established. The directions in this respect have also been issued by the Supreme Court of India time to time. But the Government of Himachal Pradesh has very badly failed to implement the Consumer Protection Act, 1986 ( amended upto date) . In this State only four whole time District Consumer Disputes Redressal Forums are set up at Shimla, Mandi ,Dharamshala and Una District Headquarters. These District Forums covers the twelve Districts . Shimla District Forums is holding circuit courts in Solan, Sirmour( Nahan), Kinnour ( Reykong Peo) besides at Shimla for District Shimla. Mandi District Forums holds circuit courts at Mandi, Kullu and Lahaul and Spiti Districts. District Forum, Kangra at Dharamshala holds its circuit court at Dharamshala and Chamba and lastly District Forum Una hold its circuit court at Una, Hamirpur and Bilaspur. As per provisions of the Act, the whole time District Cosumer Disputes Redressal Forums should have been set up in all the Districts. By not implementing the Consumer Protection Act, 1986 ( with up to date amendments ) the State Government on one hand is violating the provisions of the Act and directions of the Supreme Court of India and on other hand is not providing speedy justice to the consumers who have filed their grievances/ complaints before these District Forums. In the Act , there is provision that the complaint where Laboratory Test is not required is to be decided within three months and where test is required to be done within five months. But due to reluctance of the State Government for not setting up whole time District Forums in each District, normally more then one to three/ four years are taken for the disposal of such consumer complaints in these District Forums. The major time of the Presidents of the District Forums, is wasted in tours from one District headquarters to other Districts for holding circuit courts. It is fact that Justice delayed is justice denied. The main purpose of the Act is defeated. The State Government has also not provided with sufficient staff in these District Forums and that in the State Consumer Commission. The facilities enjoyed by the sitting District and Session Judges while they functions as District and Session Judge, are not being provided to them as President of the District Forum. Without sufficient staff and the staff equivalent to that of District courts and High Court with equal salaries , the work of the Consumer Forums is being suffering and the public litigants are being harassed for their no fault.

To honour the spirit of the Consumer Protection Act , the State Government should set up whole time District Consumer Disputes Redressal Forums in each District, provide sufficient staff on the pattern of District Courts with similar pay and salaries equal to that counterpart staff in the District Forums and the State Commission soon. Quote “Farahnaz Ispahani, a spokeswoman for President Asif Ali Zardari, also hailed the decision, describing it as “the last nail in the coffin of dictatorship.” ”Quote “But prominent lawyer Athar MinAllah said the case paved the way for trying Musharraf on treason charges, which could carry the death penalty.” ”I am Sita Ram Dhiman, Sr. B.S.P. leader, Himachal Pradesh, Shimla, observed from the news published from Islamabad ( Pakistan) that Mr. Mushraf is so cunning, deplomat, cheater and self benefited at the cost of country’s democracy and for such deeds he had done are sufficient for hanging him at a public place in Pakistan. ” Hamare kahawat hai ki rasha jal gya par bat nahin gaye” This Kahawat is fit on Mushraf. All his deliberate acts at the cost of people of Pakistan and their country, are not excusable. The Federal Government of the Pakistan should initiate proceedings against him in a proper court of law and as proposed and observed by a Pakistani prominent lawyer Athar MinAllah , he should be given death penalty. But I further observe that death penalty to such a cheater should be carried out by hanging at a Public Place so that every body of the word should see it and no any other General or a leader in the word should repeat such type of happening in their countries in future. I also remember that during B.J.P. Government rule in India, he came to India and remained our guest for four five days and hold meetings with the then Prime Minister Atal Behari Bajpai and an agreement was drawn and joint press conference was to be held but at the last Mr. Mushraf did not signed that agreement and also refused for the joint press conference. He ( Mushraf ) is the main instrumental for creating terrorism in Jammu and Kashmir State of India. Till he remained in power and even thereafter he always tried to keep the Kashmir issue burning. The death penalty to such type of persons in any of the country is quite less.

All opposition parties in U.P. inlcuding Samajwadi Party, Congress and the Bhartya Janta Party are criticising the statues conspiracy in the State against Bahan Kumari Maywati. Fortunately, she is Dalit and ruling the biggest State of the country as its Chief Minister. She is also the National President of the Bahujan Samaj Party. Other national Presidents of different political parties are enjoying highest respect in the country's Society but on the other hand Bahan Kumari Mayawati , the National President of BSP and the Chief Minister, of H.P. is being criticised by every political parties even for good doings in the State and for Dalits. Unfortunately, the symbol of the BSP. is elephant and its statue have been installed at quite conspicuous and park places in the State.What is wrong? In the country in other many states , the Government is headed by different parties but Evey body has a jealousy from U.P. since it is being ruled a Dalit strong woman Mayawati . There are statues of horses, Goats and other wild animals also in different states but there is no criticism of any other Chief Minister for expending money from the State Exchequer . The elephant is a statue for worship. There is no any wrong done for the installation of its statue in the State of U.P. by the State Government. Those who are making such type of criticism and sending complaints to the Election Commission of India and lodging cases in the courts are creating conspiracy against the Uttar Pradesh Government for their self motives and it is not in public interest. Such people should desist from such type of conspiracy against the duly elected democratice Government by the people of the State in a absolute majority.

RAILWAY BUDGET 2009 IS NOT IN GOOD TASTE FOR HIMACHAL PRADESH

The people of Himachal Pradesh have not seen a light of development with regards to thenew Railway broad guage lines in the hilly State . Since independence non of the CentralGovernment gave attention towards the development for the construction of Railway linesin Himachal Pradesh. During electioneering every leader of every political party, gave longlong promises. This time for the budget 2009-10, the Railway Minister has ignored theHimachal Pradesh very badly. Now nothing left with the people of Himachal Pradesh exceptto start a peaceful agitation against the Central Government for getting all such develop-mental projects in Himachal Pradesh.

Setting aside the allegations on Mayawati for creating her Statues

I am fully agree with the comments of Salime URL at Sr. No.3. I have read the Ramayna, Prem Sagar , Sukh Sagar and the history of Mughals, Britishers and other so many litrature. The persons who so ever remained in power, if they used or misused the public money for their statues, what wrong Mayawati did. She has been voted to power by the public of a very big State of India. Let it be taken otherwise, she is from a Dalit community and only she has done it? You can see statues of prominent polticians in every State besides the leaders who remained in power in the Centre right from Mughal's rule, British Rule and after independence , their names need not to be mentioned here because every citizen know it. The political parties after indepence ruled the India and the State Government only with the votes of Dalits, OBC, minorities. Now if some Dalit has become a Chief Minister of the State , the leaders of every political party is worried that why it happened. All such forces are behind Mayawati. She is be humiliated for her finances, for doing nobal work for Dalits in her State who are on the backfoot for centuries to centures, some mentaly retargded are approaching the judiciary for stopping her in her mission, why ? Other are doing so many wrong things are not being critisized why Mayawati? No body knows of tomarrow, what will be happened, but as my predictions, in this KALIYUG, Dalits will rule India what so ever.I felt that if some wrong doing had been removed during the last 2007 elects by the organisors at Central and State levels, the Bahujan Samaj Party might have a balance of powers in many other State and got a confortable majority in the Lok Sabha. Expectations from the Budget 2009-10

We expect that all the educated youths should be given jobs in the country. Middle and low income group familities should be provided as financial security of at least Rs.one lac per month. Roti , Kapra aur Makan should be provided to each such families. Corruption should be irredicated in the country. Black money deposited in swiss banks should be brought to the country by passing legislation in the present parliament. Assests and properties , black money made by unfair means should be confesticated and distributed to Middle and BPL families. Inflation should be ckecked totally . We hope that surplus land should be distributed to landless. Motorable and metled roads should be provided to every village. Three phase concessional electricity should be provided to each family. Pure drinking water should be provided to every house hold. Irrigation facilities should be provided to each field to the farmers by lifting water from the rivers and making artificial lakes from where irrigation could be done . Railways network should be spread to the States where it has not been provided since independence.

DITCH IN THE HEARTS OF HIMACHALIES IN RAILWAY BUDGET 2009-10.

My heart compels me to write something hard on the Railway Budget presented by Mamta Banerjee, Union Railway Minister, for the year 2009-10. India became an Independent Country on 15th of August, 1947, every body know it. Prior to this British Government constructed two nerrow Guage Railway Lines in Himachal Pradesh i.e. one from Kalka to Shimla and the other from Pathankot to Joginder Nagar. These railway lines were not constructed by them for the confort of Himachalies but it was done by them for their own confort. After independence , the democracy came in the country and people elected their representatives and democratic elected Governments came into existance . Till date, no central Government thought properly and applied their minds for the development and welfare of Himachal People. It is 61 years laspsed , Himachalies have not seen and even dreamed for Railway lines in this small hilly State which has been termed by the several leaders of political parties as a Sweterzerland . How it can be Sweterzerland without any borad guage railway lines constructed in this State during these 61 days by the people elected Governments. Rather it is shamful. I have no other strong word to criticise the Union Railway Minister and the Union Government for such type of ignore of people of this hilly , peaceful State which is an inegral part of India. This state is giveing Electricity to the entire country from Water Dams constructed on the Rivers passing through this State. This State is giveing irrigation facilities to the states of north India from its river water. What central Government has given to the people of the State till now with regards to the promises in respect of construction of broad Railway lines. The peaceful people residing in this Dev Bhumi state wants that Union Government should act immediately and sanction the Railway lines put in the pipeline for the long long time otherwise the time will come that people had to break their peaceful nature for getting their share of the State in Indian Territory as is being given to other States of the country .

NEGLECT OF HIMACHAL PRADESH BY THE CENTRAL GOVERNMENTS

We have entered 61 years of independence. Himachal Pradesh is one important part of India called a Hilly small State in Northern India. This state is known for peacefulness, hospitility, beautifications, natural resouces, minrols, water, forests, hurbals and the most is that this State called a Dev Bhoomi. The successive Governments in the Centre have ignored the State very badly. But why not ? On the basis of populations and the area , this State has only four Members in the Lok Sabha. This small quantity of Lok Sabha Members remained is the biggest hurdle in its development. During British rule, two nero guage railway lines were created in this State. One is Kalka-Shimla and the other is Nangal -Jogindernager. During these sixty one years , not even a single inch of railway line sanctioned by the Central Government to the State despite of the fact that the ruling as also the opposition parties together passed several resolutions in the Assemby during this period but not fruitful results come out. Now after the 2009 Lok Sabha elections, the U.P.A. Chairperson, Mrs. Sonia Gandhi and the Prime Minister, Dr. Manmohan Singh, have recognised the State and made two Members of the Parliament as Cabinet Ministers. This is a proud for the State because this has been done for the first time in the history of independence that two Cabinet Ministers have been taken from this small hilly state. Now, it will be seen by the innocent people of the State that what type of development is made in the State by the Central Government? The People of Bilaspur , Una, Hamirpur District have sacrifice their precious land , houses for building the Bhakhra Dam. Most hit are the people of Bilaspur District. The old town , the precious caltivated land, their homes , their culture with the temples all have submerged in the Dam Water and its products i.e. Electricity, irrigation facilities to the States of Punjab, Haryana, Rajsthan etc. have been provided whereas on the other hand the austees of Bhakhra Dam are still awaiting for the basic facilities like Educational Institutions, Roads , Bridges, three phase electricity, drinking water and the most negligible irrigation facilities to the farmers. Un-employment in the educated youths have become a serious problem. Due to this problems, docoities, thefts, cheatings , suisides, murders are becoming a routine matters. There is no Government at the State or at the Centre which could be able to control these bad evils if the youths are given proper employment and interest free loan and subsidies for their livlihood. The present act of the State Government after coming into power during 30th of January, 2007, some big fishes were cought by the Crime and Vigilance police and put behind the bars. Now within a period of sixteen months rule, all such officers cought for froud, forgeries and lacks/ crores of un counted money found with them are being reinstated and being posted at the Malaidar posts so that they may earn more and more by corrupt practices as usual. The others who are not corrupt, they thought that when there is nothing happened to the big black fishes, if they does the same thing, they will also get some Malaidar offices. Such type of actions at the level of any Government, make imbalances in the Society and the innocent people remained always loosers.

INFIGHTING IN B.J.P. AT A DANGERIOUS POINT

The infighting in the B.J.P. is not in the interest of the party at all levels.From the happenings now a days after the defeat in Lok Sabha Elections, the line of top leaders for resignations is going to be a long que . The mud sliding on each other for the defeat is not in good taste. No one may be termed responsible for the defeat . It is only the organisation on the whole which is responsible for such a humiliating defeat at all levels. Yes, one factor of Varun Gandhi is slightly responsible . The other point raised upon Narinder Modi. At the nick point of time of elections, a meeting of the top Industrialists held at Gujrat in which Mr. Narinder Modi got him declared to be the next Prime Minister during 2014 elections is also some what responsible for such defeat. The projection of Mr. Lal Krishan Advani as the waiting Prime Minister has also damaged the prospectus of the party to win. Now the resignation of Mr. Yashwant Sinha has created a scene whereas Mr. Yashwant Singh has gone one step ahead that he will not contest any election henceforth. The resignation of Arun Jaithly is also a big blow at this point of time when there was a need for reconcilations. Mr. Arun Shorie 's statement that six press reporters are running the B.J.P. is also not less than a blow. Madam Monika Gandhi is opening coming to save his son Varun Gandhi . All these happening in the party are not good for future.

One lac as financial Security per month per family for five years in the first instance. The figures of black money in the foreign Swiss banks pertaining to Indians is approximately 65.52 million Crores of rupees according to the research published in the news papers. In the library books in America it is stated that similar type of economic situation was in that country during 1930-40 . The then American Government adopted this financial security to each family at that time and every American became in the Middle Income Group during 1970-80 . Now they are rich rest in the world and they have no problem of bread and butter but they now in search of peace. In search of peace they are creating meditation houses throughout the world.Mr. Dhiman, said that Mr. L.K. Advani has announced to bring this black money from foreign Swiss banks but he has not given the idea that how the same will be distributed in India. Since independence, almost in all the political parties, the deserving and most intelligent dalit leaders are not being allowed to take over such an opportunity. Take an exemple of Mr. Bangaru Laxman, the B.J.P. made him a National B.J.P. President, but later he was got removed by insulting of taking bribe on a camera. Similar behaviour was meted out to Late Dr. Bhim Rao Ambedkar by the upper caste leaders of that time but despite the facts, he manages to write in the Constitution of India several rights for the deserving and previliged poor class people of India. Due to the inscription and directions of the Constitution of India a very small, poor, down troden and tribals have got their proper rights. Still, the master key of power rests with entire uppler caste people of India who were well to do during British rule. Almost all rulers of princely estates are still contesting elections and elected to the State Assemblies and to the Parliament. The poor, Dalit and down troden people who are capable and intelligent are short of money to study in the best Schools. If some one did it, he is not allowed to contest the elections even he has no money to deposits his security amounts for the elections. Now a bad precedent has started in India that every big leader, the Ministers in the Union of India and the Chief Ministers, are forcibly getting their sons, daughters, daughters-in-laws, grand sons and other relatives nominated for the office of profit. In such circumstances , the turn of the capable, intelligent and most high thinking peoples in the dalits and poor section of society are leging behind always. In such circumstances, the political immage of the leaders of the country is deteriorating day by day and people of India are losing their faith on the leaders and their credibility and even they ignore to even cast their votes in the changed circumstances.

FIRST TIME IN HISTORY OF INDEPENDENCE INDIA FOR HIMACHAL PRADESH

Almost decisive verdict of the people of India in favour of Congress and the U.P.A., a stable Government at the Centre in India will prove to be an asset for the development of the country. There are four seats of Member Parliament from Himachal Pradesh. Out of these four , the Congress bagged only one seat from Mandi Parliamentary Constituency and Mr. Vir Bhadra Singh has been elected as Member Parliament during May, 2009 general elections. On the other hand the candidates of the Bhartia Janta Party i.e. from Shimla Mr. Virender Kashyap, from Hamirpur Mr. Anurag Thakur and from Kangra Mr. Rajan Sushant have been elected as Member of Parliament. Mr. Anurag Thakur, has been elected for 2nd term whereas Mr. Virender Kashyap and Rajan Sushant have been elected to the parliament for the first time. Ealier Mr. Vir bhadra Singh had held the office of Deputy Minister and State Minister at the Centre. During congress rule of Mr. P.V. Narsinha Rao , Pt. Sukh Ram also held an office of the State Minister .During B.J.P. rule , Mr. Shanta Kumar had held the office at the Centre as Cabinet Minister. For the first time in the history independent India under the majority of Congress , the U.P.A. Government formed under the Prime Ministership of Dr. Man Mohan Singh. With the blessings of Smt. Sonia Gandhi , UPA Chairperson and Dr. Man Mohan Singh, two cabinet rank Ministers appointed for the first time from Himachal Pradesh. Mr. Anand Sharma, a Rajya Sabha Member, who was earlier in the last tenure was a State Minister has now been elevated as Cabinet Minister and a lone elected Member for the Parliament from Mandi Constituency Mr. Vir Bhadra Singh has also been elevated as Cabinet Minister . Thus it is for the first that from a small hilly State Himachal Pradesh in India, has been awarded with two cabinet Ministers. This is a very good step for the development of Himachal Pradesh. At present, this Hilly State is facing with many peculiar problems which requires an urgent and immediate attention of the Central Government. The biggest grievance of the Bilaspur public is Bhakhra Dam austees. There is no development of the Bilaspur new township since its dislocation from the old city which was emerged in the Bhakhra Dam . There is no three phase electricity in most of the villages, the shortage of drinking water , no irrigation facilities have been given, all the villages have not been connected with proper metled roads, no big indusrial package has been given to the Bilaspur District, the Educational Institutes are being set up in Hamirpur, Mandi, Solan and Kangra District but the Bilaspur is being ignored. The rehablitation of dam austees by creating another two sectors is also hanging in fire. After the Independence no Railway line has been constructed , the major probem is of employment for the Educated un-employed youths. Now the public of Himachal Pradesh has a dream for removing all the grievances with the induction of two cabinet Ministers in the Union of India for the first time.Written by Sita Ram Dhiman.

PEOPLE'S VERDICT: ELECTION PARLIAMENT, 2009

The time is supreme and no human being is on earth to change its circle. During the last five year , the UPA Government headed by the Congress, faced many problems and got black mailed from the alliances it had ruled the country. Now the people of India, gave a clear mandate to the UPA headed by the Congress in the Country. Though, the policies and programmes of the Congress and the UPA, are quite people and rural oriented such as National Rural Employment Guarantee , enactment of R.T.I. Act etc. but much and more is yet to be done for the welfare of the people. If the present coming Government to be set up within a short time, brings the black money from the foreign Swiss banks and further make a policy through the ordinance immeidately that this money is to be distributed to each middle and B.P.L. family as social financial security Rs. one lac per month as pension for at least five years in the first instance, the living conditions of these families will be improved. The price rise and increased populations hazards is the biggest threat to the country. This has to be controlled.The poor becoming poorer and the rich are becoming richer day by day. The policies are to be adopted for the welfare of the poor and middle class people in the society in the country.

PRICE RISE IN THE COUNTRY

The prices of essential commodities are being increased day by day. The Government India should issue directions to the State Governments to promulgate an ordinance for the implementation of Hoarding and Profiteering Orders issued under the Essential Commodities Act and also the price marking and display orders already in existance in the States but no effective steps are being taken for its proper implementation. There should be accountablility at every level which is at present lacking. If any officer or official responsible for the implementations of these orders found lacking, a proper punishment under the Central Civil Services Conduct Rules so that other may take lesson of it. By doing it the prices of essential commodities will be controlled to some extent. The prices of vegetables and fruits are different from shop to shop. No price lists are being displayed at the appropriate place for the information of the Consumers. If some consumer point it out to the shopkeeper, he misbehaved with the consumers and on complaint to the departmental officers, no body is there to listion to the grievances of the complainants consumers. Similar is the priceing and distribution of Petroleum products. The distributors are supplying gas cylinders of either less weight or the coolies who brought the cylinder to the door steps demands much more money then it is fixed for a particular locality.
