My self Sita Ram Dhiman, a Senior B.S.P. Leader Himachal Pradesh and Vice President, District Shimla Himachal Pradesh. The statement of Anil Shastri, Senior Congress leader , came for the first time on this subject whereas the right predictions have been made by Bahin Kumari Mayawati, National President B.S.P. and the Chief Minister of Uttar Pradesh a biggest State of India on 14th of October, 2011. This can be done by the Congress Party to dominate Bahin Kumari Mayawati and the apprehensions in this respect are seems to be correct. The Congress Party ruled India after independence on the votes of Dalits and Backward classes in al most all the castes in India who are about 85%. Now the independent India is becoming young in more then sixty years of Independence. The people having population of 85% which includes Dalits, Back wards, poors , now thinking that the Master key of Poltics must be with any one of them in the Centre and also in the States. Behin Kumari Mayawati, as Chief Minister four times in Uttar Pradesh has shown good governance and she is a very good ad strong Administrator as the Chief Minister. Every political party who so ever remained in power in the Centre as also in the States, have created thousands and hundreds of Parks, in the name of their

Leaders , statues and expended the Central as also of the State Government money. What is bad if the Chief Minister of U.P. , the first Dalit, Chief Minister, having absolute mandate from the people, that too as FEMALE, has shown a courage to bult Dr. Babasahib Ambedkar Park, and other Good places for the public of India . Every body , every political party leaders rather appreciate the action . On the other hand , all opposition parties including Congress and the B.J.P. are opposing the built up of such parks. This show their integrity against the Dalits. Now" Vote Hamara Raj Tumhara , Nahin Chalega" , There should be a leader as Chief Minister in the States and Prime Minister in the Centre out of Dalits/ O.B.Cs. / Poors who have 85% population of the country.

Himachal Pradesh Urban Rent Control Act ( Amendment )2009.



It is a matter of surprise and shamful that an amendment was carried out by the Government of Himachal Pradesh and a Bill was passed during April, 2010 by the Himachal Pradesh Legislative Assembly. The bill was sent for the approval of the Hon'ble President of India during June, 2010, that too when the matter was brought to the notice of Government of Himachal Pradesh through E-Samadhan. After June, 2010, several reminders were sent through the E-Samadhan which replied by the Department of Urban Development but no progress has ever been seen in to the matter. There is no use of passing such lagislations by the democratic elected State Government if the approval is not given by the Government of India or by the President of India well within the time schedule. When not satisfied with the replies of the State Government, the matter through the portal of the Government of India, was taken up with the Ministry of Urban Development, Government of India but despite several attempts, no reply has been received as yet. Similarly , the matter was also brought to the notice of the Hon'ble President of India through the portal of the President of India. Surprisingly, no response has been given by the office of the President of India my requests. Where is democracy in India. When a bill passed by the State Lagislature and sent for the approval of the Government of India or the president of India, should should be approved within the time schedule. The people of the State whether they are house owners or they are tanents. Both the parties in litigation in thousands and lacs in the State of Himachal Pradesh are being harassed in courts without the approval of the Government of India within time limit. More then a year, has been lapsed but the bill recommended to the Government of India for approval has not yet been received back with approval of the President.This type of lapses at the level of Government of India is not tolerable in a democratic country. It is again reitreated that the said bill may be got approved from the President of India and be made as an Act so that the lacs of litigants in the courts could get relief. MEMBER OF PARLIAMENT'S LOCAL AREA DEVELOPMENT SCHEME. HIKE IN MP'S FUND.

                          As per the decision of the Central Government, Members of Parliament's Local Area Development Scheme/  Fund has been raised by the U.P.A. Government from Rs. 2 Crores to Rs.5 Crores and it will be effective from 1st of April, 2011. Under this scheme an additional expenditure of Rs. 2,370 crores per year is to be made. This decision of the Government of India has come to the public as surprise. The Government should ensure transparency, accountability and effectiveness of the Scheme at grass root level as there have been complaints of misusing this fund by the M.Ps in connivance with bureaucracy for for their vested interests. The distribution of this fund is also not equatable to the public of the area to which the particular Member Parliament belongs. Similar is the situation of the Member Parliament in Rajya Sabha. Proper distribution of the fund to the backward and needy areas are not being done where its utilisation is utmost important. 
                            The Government should address the concerns of this enhanced scheme. It is specially important because in its latest review report, the Comptroller and Auditor General of India has raised the question of diversion of funds, use of funds for private and commercial purposes, inflated estimates and misreporting of work progress besides wrong selection of work. The scheme's status report 1993-2010 shows encouraging trends with most states registering whopping 90% fund utilisation. The Government despite it should come clean over reports about irregularities in its implementation. This money belongs to the People of India and the Government and the Member Parliaments and the bureaucracy , the implementing agencies of the scheme should be made accountable , trans parents, and due responsibility be fixed while the scheme is being executed at the grass root level.
