UN EMPLOYMENT AMONGST EDUCATED YOUTHS....REASON OF ENHANCED CRIMES IN COUNTRY.

I have time and again written but no action is being taken at the level of Government of India to eradicate un-employment amongst the educated youths in the country. The central Governments whether successive or the present are totally and very badly failed to give employment to the educated youths in the country. Most of the crimes have been enhanced due to this non acting of the Central Governments. It is correct that education is being provided to the children/ youths and they are now qualifying 10th Class, 10+2 Class, B.A., B.Sc., BBA, B.Teck, M.Teck, M.A., MBA, M.Phil, PHD, and getting trainings in various diploma and degree courses but they are not getting any job any where and becoming frustrated. The parents have also some limits. They have spent their entire earned money on the education, diploma , degree courses, but when their wards are not getting jobs of their qualification, they becomes frustrated and to keep them alive and for the catering to their needs, they fell in crimes such as thefts, chain snatching , Murdering others, involvement in drugs and other anti social activities. To keep them busy , they require employment in Government or in private sector , according to their qualification. They are being exploited by the private companies/ M.N.C., such as a student got his degree in any of the stream, but he is given employed on 3000 to 5000 rupees per month. In this meager amount , he can only get residence accommodation on hire bases and meet his two ends with meal etc. He is not able to give money to his parents have spent their entire earnings on the study and diploma/ degrees of his son/ daughter.
By this way, where the country is a heading, one can amaze. Till , the Central/ State Governments have time to create suitable jobs to every one in the country, other wise the time is coming very soon, when it will become dangerous and disastrous to the persons who have occupied the chairs of decision making in the country at all levels.Sita Ram Dhiman, Social and R.T.I. Best Activist ( Awardee), Siri Niwas Cottage, Lalpani, Shimla-171001 ( M ) 09816381205

Bilaspur Himachal Pradesh development

Nadda Ji, Namaskar. Thanks for your efforts. However, (1) Inauguration of Hydro Engineering College much publicized yet remain to be done (2) Construction of artificial lake at bilaspur yet remains to be started which will attract tourists and economy of backward Bilaspur people will be improved.(3) Construction of Luhnu -Berri Dadolan Bridge much publicized and announced long back yet to be started, (4) Creation of two more Sectors for remaining Bilaspur austees have not been done yet, which requires for the expansion of Bilaspur town (5) The most important task before you people is now to get IIM, recently sanctioned by the Central Government be allotted in Bilaspur H.P. , if it is done, it will be a historical work for Bilaspur HP. (6) A tunnel should be got constructed between Bilaspur and Jukhala for the growth and improvement and development of Bilaspur H.P. (7) In Solan District during B.J.P. Rule in H.P., 8 Universities set up and in Hamirpur / Sunder Nagar and Mandi big Educational and Health Institutions set up but Bilaspur has been very badly ignored even it being a central point in Himachal Pradesh (8) I had given a proposal to the State and Central Government for the construction of International Airport at Sukkar Khad having mostly the Government land bordering Hamirpur and Bilaspur Districts right from JHORGHAT to GHORI DHABIRI . The proposal of the State Government and the Central Government was to construct this International Airport at Kandaghat District Solan, but during the recent survey conducted by the Central Team, the sufficient and suitable land was not found. If this International Airport is to be got constructed at Central Point of the State at Sukkar Khad, the poorness of the people will be vanished. (9) The demand of the people of this Hilly State has not been met with by the Central Governments with regards to construction of Rail Lines even after the 65 years of Independent India. If you all, the public representatives from Himachal Pradesh,do your sincere efforts, this work could be done now and it will also create history. The proposed construction of New Bus Stand at Nihal Sector, ( existing HRTC workshop ) is hanging fire for the last more then five years, it should be got done now. I think , you will not mind , as these developmental works are essential for the development of Bilaspur District . Thanks for your efforts again.

OVER ALL CORRUPTION The news being appeared in electronic and print media with regards to the over all corruption is quite dangerous for the country. The role of Lalit Modi Ex-Commissioner, BCCI, Sushma Swaraj ,Foreign Minister of Government of India, Vijai Raje Sindhya, Chief Minister, Rajsthan and Shiv Raj Chauhan, Chief Minister of Madhya Pradesh are doubtful and they are involved in huge corruption charges in the country . The NDA Government headed by the B.J.P. in the center is helping all such elements who are involved in such anti social activities and playing with the fate of the country. In retaliation, the B.J.P. is trying to involved some of the Chief Ministers of the States headed by Congress Chief Ministers in their very old cases. The People of India are quite aware about every acts, de-acts, omissions and commissions being done deliberately by the P.M. Mondi Government in the center. The people of the country is being put under heavy loss for not doing any business in the Parliament for the last one week. The Ministers in the center, Chief Ministers in the States who are involved in the corruption charges must de-met their offices forthwith and face C.B.I. Inquiries . If they found clean after the inquiry or by the competent courts, they can again resume their offices . The people of India has lost faith upon such tented Ministers in the center and Chief Minsters of their respective States. As far as " a letter Bomb " by Sh. Shanta Kumar a Senior B.J.P. Leader , Former Chief Minister of Himachal Pradesh and sitting Member Parliament, to Mr. Amit Shah, National President, B.J.P. is concerned, it is observed that he has written the truth but as regards to his own conduct during his political life, it is also doubtful as the people of Himachal Pradesh knows that what he was before entering into the politics and what he is now. The assets and properties held by him after he has joined the politics, is also a matter of C.B.I. inquiry to give him a clean chit about his honesty and integrity upon the charges leveled against him by a Senior B.J.P. Leader from Punjab Mr. Kalia. Accordingly, when Mr. Prem Kumar Dhumal remained as the Chief Minister, of Himachal Pradesh, allegations have been raised that he had purchased 31 lands in his or his sons names in the country. Thus every such leaders who so ever in the congress or in the B.J.P. who ruled the state are all tented and are involved in corruption . No body could be believed to be honest and the public money being graved by all on one pretext or the other. To which directions , such politicians in power are selling the country and its people for their own interests. Sita Ram Dhiman, B.S.P. Senior Leader, H.P., Social and R.T.I. Activist

Normally General Elections are being held for the Lok Sabha and State Assemblies after five years. But in certain circumstances, the elections for the Lok Sabha or for the State Assemblies are being held mid term due to number of games several times. These elections have now been very expensive and all its burden falls on the common man of the country. Similarly, in the States also mid term elections are held in such a special circumstances. Thus the general elections of the Lok Sabha and that of state Vidhan Sabha's are being held on different dates which creates huge money transactions and the burden comes on a common country men. The Central Government should ensure that elections of the Lok Sabha and all State Assemblies are held simultaneously after five years and to gather  so that the election expenses could be curtailed. The present system has now become defective and due to this even now, the corruption has gone rampant , un employment in the educated youths and inflation has been increased manifold. Keeping all these expects in view , the Central Government should change the present system so that in future elections of the Lok Sabha and the State Assemblies are held to gather and only after five years. Women Empowerment given top priority in Himachal Pradesh

There have been several articles written earlier on the worst conditions of the Angwan wari workers and helpers in the country. The news item appeared in a section of press , the Minister of Social justice and empowerment , Himachal Pradesh, stated that she has takn up the matter for the enhancement of honerareum to the workers and the helpers with the Central Government in a meeting at New Delhi to the tune of Rs.4000/ per month for Workers and  Rs.3000/- to the Helpers. This recomendation from the state Government is baseless keeping in view the duties and the responsibility given to them at the grass root level in the villages for the help of small children and pragnent women in the socieity. It may also be brought to the notice of the Central Government that a news item appeared on 5.5.2010 from the side of Sh. Vir Bhadra Singh, Hon'ble Central Government Sleal Minister. that the matter for the enhancement of salary of the Angwanwari Workers and Helpers in the country . The Hon'ble Prime Minister of India has principally agreed for the enhanement of salary of these employees instead of honerareum and are being proposed to be treated as Government Servants. This News item appeared in Divya Himachal ( daily ) Hindi News paper on 5.5.2010. The public and these employees in the country waiting the final nob from the Central Cabinet as mentioned in the News Item. Therefore, an immediate action at the level of Centra Government must be taken as early as possible. As it is aware to all the functionaries in the State and Central Government level that the honerareum being provided to the Anganwari workers and helpers is quite less and their service conditions are also not favourable to them. I have brought this fact to the notice of the authrorities several times through my blogger.com but nothing is being done to these workers and helpers. The political parties are expoiting them now and then for their selfish motives by onganising rallies , dharnas and processions against the State Governments and that of Central Government throughout the country. In Himachal Pradesh, the Govt. have changed the promotion rules of the anganwari workers which is quite unfortunate. Their promotional quota should remain 90% as it was ealier to the post of Supervisors. So many posts of supervisors are vacant and are not being filled up . The salary instead of honerareum should be termed to them and at least 6000/- per month to the workers and 3000/- to the helpers. At the grass root level they have been entrusted multiple duties and burdened with heavy work. They should be declared as Government servants and pensionary benefits should be given to them besides all other service conditions as a Government Servants. Roll of Bahujan Samaj Party in Himachal Pradesh

Himachal Pradesh Unit of Bahujan Samaj Party has strongly critized the Central Congress led U.P.A. Government for making discimination against  Himachal Pradesh Government  led by the B.J.P. for not providing sufficient funds by the 13th Finance Commission and for curtailing the Industrial Package already provided to Himachal Pradesh up to March,2013 to March 2010.
Sita Ram Dhiman, Senior Leader B.S.P. Himachal Pradesh at Shimla and General Secretary Pensioners Welfare Association says that due to providing in sufficient budged by the 13th Finance Commission to the B.J.P. led Himachal Pradesh Government, the financial condition of the State Government is worsened and due to the fact, it is not possible for the State Government to release the financial benefits of its employees and pensioners due to them as arrears on account of 6th Pay Commission which has already been implemented by the State Government out of its meager budget but now the employees wants that their arrears should be released in two installments as the central Government has already released to Central Government Employees. Similarly the Industrial Package already provided by the then N.D.A Government led by the B.J.P.  in the centre up to March, 2013, has also been curtailed by the present Congress led U.P.A . Government in the Centre to March,2010. The Industrialists who have set up their Industrial Units in Himachal Pradesh are now planning to migrate out of the State due to non extension of the Industrial Package by the Central Government. Thus the Central Government is discriminating against the Himachal Pradesh Government for not providing sufficient budget and for curtailing the Industrial Package.
Sita Ram Dhiman further says that  keeping in view all the facts and circumstances leading to unrest in the State of Himachal Pradesh due to wrong policies and program of the Central Government, the B.S.P. Unit Himachal Pradesh urged  the Prime Minister, Finance Minister, and two cabinet Ministers from Himachal Pradesh Mr. Vir Bhadra Singh and Anand Sharma for restoration of all legitimate rights of the State of Himachal Pradesh.
Sita Ram Dhiman, further says that it is worth mentioning here that the B.S.P. fought 2007 elections on all the 68 Vidhan Sabha constituencies and got 8% votes in the State for the first time and merged as 3rd force in the State. One M.L.A. from Kangra had been elected on the BSP ticket who later joined the B.J.P.  About 15 candidates of the B.S.P. in the state had a marginal defeat. If all those had been elected, the B.S.P. Government was inabitable in the State. Now the B.S.P. is launching its base upto the booth level in the State and hope that in the next elections, this Party will form the Government in the State.

लिफाफों भरी सौगात, आखिर किसके लिए?

The people of the State were very happy on the announcement of Prof. Prem Kumar Dhumal on becoming the Chief Minister ,Himachal Prasdesh , for this term that he will not prefer and like any type of "Gul Dastas, Fool Dastas, Garlands etc." and also announced that he will not like that any citizen should touch his feet. The habit accepted

by the people of the State during congress rule for giving garlands, gul dastas, Fool Dasta and touching the feet of the then Chief Minister was wrong. However, now despite of repeated announcements by the Chief Minister Prof. Prem Kumar Dhumal to devoid all such things , the people and the Chief Minister has now , it is seems, have compromised all these habits and activities. However, Prof. Dhumal , the Popular Chief Minister, of Himachal Pradesh has gone one step ahead to all these actities by accepting money in closed envelops from the workers or people gathered in the functions at Kandaghat in the name of Chief Minister's relief fund. This step of the public or by the Chief Minister is not at all appreciable. The chief Minister should accept the Chief Ministers' relief fund by way of checkques / drafts/ I.P.O.

duly inscribing therein the name of the Chief Minister's relief Fund. The action taken by the public or by the Chief Minister, is not at all appreciable as the image of the Chief Minister, will be tarnished. The closed envelops un counted handed over to the Chief Minister with un counted money are not to be kept by the Chief Minister himself but these are to be handled

by the staff accomping him during the tour and no body on earth can believe that the un counted envelops and un counted money in these envelops can not be misused by any one.

B.S.P. MAHA RALLY ON THE OCCASSION OF BIRTHDAY OF MANYAWAR SAHIB KANSHI RAM FOUNDER OF B.S.P

Sita Ram Dhiman, Senior BSP Leader, Himachal Pradesh, at Shimla says that the Congress, B.J.P. and the Samajwati Party leaders have only single programme to malign the U. P. Chief Minister, Bahaun Kumari Mayawati's image by raising a controversy over the garland of currency notes presented to her by the workers of the B.S.P. in a rally on the occassion of birthday of Manyawar Sahib Kanshi Ram founder of BSP. I fully agree with the statement made by the P.W.D. Minister Naseemuddin Siddiqui on this issue. I can frankly speak that huge money uncounted wealth earned by the leaders of almost all the parties , no issue have been raised. All party leaders does it very secretly and confidently but when Bahan Kumari Maywati did it opening to receive the blessings of the BSP workers and people in black and white such controversies should not have been raised by the leaders of such parties. The nation can view the exemple of family members of Samaj Wadi Party as brother of Mulyam Singh Yadav , sons Akhilesh and Prateek and daughter in law Dimple , they own tens of thousands crores. From where this money came. Similar is the position of family members of Congress, B.J. P and Nationalist Congress party leaders. Why such hue and cry has ever been raised against the leaders of all such parties. Why such a controversy raised on wearing a garland of currency notes by Bahan Kumari Mayawati, the Chief Minister of Uttar Pradesh and biggest State of India and leader of the Dalits/ National President of Bahujan Samaj Party. The B.S.P. workers of Himachal Pradesh have congratulated its National President and the Chief Minister of Uttar Pradesh for showing the boldness to get blessings of the people openly in the eyes of world and not only nation. The leaders of other political parties have no courage even to say that they have taken such gifts from the workers. They do it chori chhupe so that their image may not be tarnished by their workers and people of the country. The B.J.P. leader L>K. Advani has accepted Golden Crown but no body raised this issue. If a Dalit leader take blessings of the workers and people every leader of other parties including the Print and Electronic media raised hue and cry to tarnish the image of our leader. Such type of activities are not at all tollerated by the workers of the Bahujan Samaj Party in future. If any type of directions received from the BSP high command to counter such a controversy, it will be implemented without any hesitation.

POLTICS ON MAHARASHTRA , MUMBAI AND MARATHI SPEAKING.

POSTED BY SITA RAM DHIMAN , SENIOR LEADER B.S.P. HIMACHAL PRADESH, SHIMLA:
The Poltics being played by Raj Thackeray, Bal Thackeray and Udham Thackeray in the name of Shiv Sena and M.N.S. is unfortunate. It seems that there is no Government is functioning at the Centre and the State of Maharashtra. There is a Goondagardi all over Mumbai by the Shiv Sena and MNS workers against the outsiders particularly north Indians. The language being used by these so called leaders of both the parties is quite objectionable and no action is being taken against these leaders by the Government . Due to non acting of the Government , their activities are being increased day by day. The leaders are targeting every one time to time . Cases should be lodged against all such who so ever of sediation against the country and punishment should be given to them under the Constitution of India. The news paper so called SAMNA should immediately be banned to be published. The burning statements against Mukesh Ambani, Sharuk Khan, Rahul Gandhi, Sonia Gandhi, Lalu Parshad and other leaders who speaks that they are Indian are being targetted by the Shiv Sena and MNS workers. The Central and the State Governments should act firmly otherwise Maharashtra State will be got separate from India by such elements through their Goondas.

CONSUMER PROTECTION MOVEMENT IN INDIA

The Central Government enacted a law for the welfare of scattered consumers in the country during 1985-86 the the Act was notified as CONSUMER PROTECTION ACT, 1986. This piece of law is very important for the scattered consumers in the country. The State Government showed reluctance in its implementation. The Non Government Organisations had to knock the doors of the courts and even the Hon'ble Supreme Court of India for issuing writs/ directions to the State Governments for its implementation in proper manners. In a writ filed by late Sh. H.D.Shore, Director, Common Cause, before the Supreme Court lasted many years and during the period interim directions were being issued to the Central and the State Governments. In one order the Supreme Court burdened the All the State Governments with fine of Rs.5000/- each for non implementation of the Act in its letter and spirit. Even till date, the Government of Himachal Pradesh, has not implemented the Act in proper manners. There is a provision in the Act that a separate District Consumer Disputes Redressal Forum is to be set up in each District and even if the complaints are much and more , second and third District Forums could also be established. The directions in this respect have also been issued by the Supreme Court of India time to time. But the Government of Himachal Pradesh has very badly failed to implement the Consumer Protection Act, 1986 ( amended upto date) . In this State only four whole time District Consumer Disputes Redressal Forums are set up at Shimla, Mandi ,Dharamshala and Una District Headquarters. These District Forums covers the twelve Districts . Shimla District Forums is holding circuit courts in Solan, Sirmour( Nahan), Kinnour ( Reykong Peo) besides at Shimla for District Shimla. Mandi District Forums holds circuit courts at Mandi, Kullu and Lahaul and Spiti Districts. District Forum, Kangra at Dharamshala holds its circuit court at Dharamshala and Chamba and lastly District Forum Una hold its circuit court at Una, Hamirpur and Bilaspur. As per provisions of the Act, the whole time District Cosumer Disputes Redressal Forums should have been set up in all the Districts. By not implementing the Consumer Protection Act, 1986 ( with up to date amendments ) the State Government on one hand is violating the provisions of the Act and directions of the Supreme Court of India and on other hand is not providing speedy justice to the consumers who have filed their grievances/ complaints before these District Forums. In the Act , there is provision that the complaint where Laboratory Test is not required is to be decided within three months and where test is required to be done within five months. But due to reluctance of the State Government for not setting up whole time District Forums in each District, normally more then one to three/ four years are taken for the disposal of such consumer complaints in these District Forums. The major time of the Presidents of the District Forums, is wasted in tours from one District headquarters to other Districts for holding circuit courts. It is fact that Justice delayed is justice denied. The main purpose of the Act is defeated. The State Government has also not provided with sufficient staff in these District Forums and that in the State Consumer Commission. The facilities enjoyed by the sitting District and Session Judges while they functions as District and Session Judge, are not being provided to them as President of the District Forum. Without sufficient staff and the staff equivalent to that of District courts and High Court with equal salaries , the work of the Consumer Forums is being suffering and the public litigants are being harassed for their no fault.

To honour the spirit of the Consumer Protection Act , the State Government should set up whole time District Consumer Disputes Redressal Forums in each District, provide sufficient staff on the pattern of District Courts with similar pay and salaries equal to that counterpart staff in the District Forums and the State Commission soon.
