OVER ALL CORRUPTION The news being appeared in electronic and print media with regards to the over all corruption is quite dangerous for the country. The role of Lalit Modi Ex-Commissioner, BCCI, Sushma Swaraj ,Foreign Minister of Government of India, Vijai Raje Sindhya, Chief Minister, Rajsthan and Shiv Raj Chauhan, Chief Minister of Madhya Pradesh are doubtful and they are involved in huge corruption charges in the country . The NDA Government headed by the B.J.P. in the center is helping all such elements who are involved in such anti social activities and playing with the fate of the country. In retaliation, the B.J.P. is trying to involved some of the Chief Ministers of the States headed by Congress Chief Ministers in their very old cases. The People of India are quite aware about every acts, de-acts, omissions and commissions being done deliberately by the P.M. Mondi Government in the center. The people of the country is being put under heavy loss for not doing any business in the Parliament for the last one week. The Ministers in the center, Chief Ministers in the States who are involved in the corruption charges must de-met their offices forthwith and face C.B.I. Inquiries . If they found clean after the inquiry or by the competent courts, they can again resume their offices . The people of India has lost faith upon such tented Ministers in the center and Chief Minsters of their respective States. As far as " a letter Bomb " by Sh. Shanta Kumar a Senior B.J.P. Leader , Former Chief Minister of Himachal Pradesh and sitting Member Parliament, to Mr. Amit Shah, National President, B.J.P. is concerned, it is observed that he has written the truth but as regards to his own conduct during his political life, it is also doubtful as the people of Himachal Pradesh knows that what he was before entering into the politics and what he is now. The assets and properties held by him after he has joined the politics, is also a matter of C.B.I. inquiry to give him a clean chit about his honesty and integrity upon the charges leveled against him by a Senior B.J.P. Leader from Punjab Mr. Kalia. Accordingly, when Mr. Prem Kumar Dhumal remained as the Chief Minister, of Himachal Pradesh, allegations have been raised that he had purchased 31 lands in his or his sons names in the country. Thus every such leaders who so ever in the congress or in the B.J.P. who ruled the state are all tented and are involved in corruption . No body could be believed to be honest and the public money being graved by all on one pretext or the other. The disaster "Earthquake"  in Napal and in some part of India such as in Bihar, Utter Pradesh and some other parts West Bangal etc. is shocking. The Mightily God is anger y with the people of universe as they have forgotten the almighty God. Due to this fact, such type of Earthquake are coming in different parts of the world time and again. I pray to the Almighty God that all injured in this recent Earthquake in Nepal and in other parts of the India etc. should be recovered at the earliest and those who have been killed , their soul may live in peace in heaven .                            SUBJECT:VERY BAD DAYS FOR CONGRESS PARTY IN INDIA.

                                   The oldest political party in India i.e. Congress ( at least more then 130 years old )  has now being deteriorated to the ground level. The Bhartia Janta Party of 30 years old has over powered now. Mr. Narender Bhai Modi , now the Prime Minister of India, has with his intellectual mind, changed the minds of people of India and got land slide victory. The victory is of only Mr. Modi and not of B.J.P. Now the time has come that if the congress party wants to rise above ground level, they have to leave the inherit of Nehru family. After Rajeev Gandhi, the erra of ruling the country by congress under Nehru family has come to stand still. It will be batter for the congress to chose their President , all India Congress, who may be having true and honest back groud and people of India may again have a faith in the party for time to come.

Subject:                      Suggestions for the preparation of Budget 2015-16

in response to the State Government call…..Construction of Large /big Power Projects in Himachal Pradesh.

Sir,

                                    With reference to the news item appeared in The Tribune dated 7^th of January, 2015, inviting suggestions for budget for the year 2015-16 from the people of the State before formulating the same. Though such  suggestions were invited for the budget for the year 2013-14 and some of the suggestions were sent but not even on any of the suggestions , any action has so far been taken and nothing were appeared in the budget for that budget year. However , the following suggestions are again retreated as under for inclusion in the budget for the year 2015-16 as under:- 

                                    In order to execute big power projects and have power generation in plenty , an agency , executing such projects is the demand of the day to earn revenue to the state exchequer by an agency which should have the control of State Government. This agency will not only earn revenue but also   provide employment to the educated un employed youth. Therefore, the Proposal is as under:-

 1.                               In order to materialize this proposal, formation of a cooperative Society, namely “HP Government Pensioners  and Serving Employees-  Co-Operative Society is only required to be formed under the asis of State Government which can later be registered as a Company . For this purpose , the State Government will only have to do  a provision of token money required for the registration of a company. The shares of the society, later on registered as company will be sold to HP. Government Pensioners and Serving employees. The share money so collected will run in thousands of crores of rupees . This share amount can be collected from the Dearness Allowance installments which the Government have to pay after every six months in crores of rupees. The wards of the share holders i.e. pensioners and serving Government employees , who have acquired higher education in many fields like engineering etc. could be adjusted in the construction of such large projects in various categories of posts , thereby minimizing the un employment problems in the State .

2.                                The second proposal is to earn revenue for the state in a big way. A  provision for allotment of  encroached Government land  by way of giving the same on perpetual/ 99 years of lease is needed to be made. A huge quantity of Government land is presently encroached by individuals throughout the state and the Government is quite unable to get the encroached land back .Therefore , it will be in the best  interest of the State Government as also of the individual encroacher  to allot the so detected encroached land to the individuals on perpetual / 99 years lease basis against some lease money / fee as prescribed . By this way , the lease money / fee so  collected by the State Government  will definitely run into thousands crores  of rupees and the propriety of the Government on such land will also be maintained.                           

3.                                  I further  request your kind good office  that the development works in Bilaspur H.P. particularly in town and generally in entire District have been stand still for the last many years as the B.J.P. Government during its stint has done nothing for Bilaspur District in any respect rather entire development has been done in Hamirpur District during the entire period. All health and educational institutes have been set up in Hamirpur District by ignoring its adjoining District of Bilaspur H.P.
                                      I am inviting your kind attention towards the following development works which requires immediate attention of the public representatives of the Bilaspur District and also the Hon’ble Chief Minister, H.P./ State Government. All such works mentioned below must appear in the budget proposals for the year 2015-16. A time bound orders / directions are required to be issued to all concerned to fulfill the requirements of the public of Bilaspur District.
( 1 ) To get two more sectors created to wards Bamta and Badhyahat (2 ) The remaining austees of Bilaspur District should be given plots etc. in these new Sectors with all amenities of Road, Sewerage, Water , Electricity , parks ,stadiums etc. (2) The new Bus stand has already been approved by the Congress Government in the last stint but the B.J.P. Government could not construct the same during its rule in five years though Rs.15 crores and 15 Bigha of land has already been earmarked and sanctioned for the purpose in the area of H.R.T.C. Workshop as per the information received by me in R.T.I. and E Samadhan. This should be got constructed on top priority basis. (3) A tunnel from Bilaspur town to Markand/ Jukhala should also be got constructed for the overall development of Bilaspur town, (4) As already the matter had been in the policy of Congress Government earlier, an artificial lake should be got created so that  tourists should stop over at Bilaspur ( 5) Berri Dadolan brigde over Govind Sagar lake should be got constructed soon as it was on the Congress Agenda for the last many years. (6) The construction of Baagh Chhal Bridge has hanging fire for the last more then eight  years as the B.J.P. Government during this period had done nothing as the work was started by the previous Congress Government (7) The drinking and irrigation water supply scheme to each field of the District is the most urgent work, The water could be stored in big tanks by lifting / pumping from the Satluj River/ Govind Sagar lake and irrigation facilities could be provided to entire District of Bilaspur H.P. (8) Three face electricity to each house hold / village so that the young generation living in the rural and remote areas could earn their livelihood and may not run to the cities for earning their lively hood. (9) Subsidized pesticides and fertilizer should be made available to the farmers well in time before the showing season is started at their door steps .(10) Construction of link roads to each village having population of at least 100 as per policy already announced by the Congress Government (11) The industrial area of the Bilaspur Town should be expended to the new Sectors being to be created towards Bamta and Badhyat so that the un employed educated youth could get jobs and earn their livelihood  (12) I had taken up the matter with the Government of India Ministry of Tourism and Civil Aviation as also with the State Government of H.P.  that there is a plan for the construction of international Air Port in Himachal Pradesh but suitable land could not be traced out during the last five years whereas I had given a plan that the Sukkar Khad Valley right from Jhorghat to Ghori Dhabiri is the ideal and suitable place for the construction of International Airport . This Khad divids Bilaspur and Hamirpur District and it is widened about 700 meter is width. At present the B.J.P. Government has cut off the Bilaspur town from all sides and there is no development of the town particularly and business and other developmental activities are stand still in the town and Bilaspur District. I have requested other public representatives of Bilaspur H.P. to be active and get all these demands accepted from the State Government at the earliest possible. It is surprising that fortunately, the Government of India had sanctioned a Hydro Engineering College, which has been proposed to be constructed at Bandla Dhaar, but till now, it has not been inaugurated by any high dignitaries from the Centre or from the State and work has not yet been started. Now by the grace of almighty God, the Central Government has sanctioned All India Institute of  Medical Sciences and the State Government in its last cabinet meeting has decided that the same will be set up in Bilaspur District. Hope that all such Institutions are constructed and started functioning at the earliest possible.

                                    It is , therefore, requested that the above three  proposals may kindly be incorporated in the budget for the year 2015-16 so that the State Government may earn huge revenue and the interest at large of the public could be taken into account by the State Government.
