Himachal Pradesh Urban Rent Control Act ( Amendmen...

Himachal Pradesh Urban Rent Control Act ( Amendment )2009.

It is a matter of surprise and shamful that an amendment was carried out by the Government of Himachal Pradesh and a Bill was passed during April, 2010 by the Himachal Pradesh Legislative Assembly. The bill was sent for the approval of the Hon'ble President of India during June, 2010, that too when the matter was brought to the notice of Government of Himachal Pradesh through E-Samadhan. After June, 2010, several reminders were sent through the E-Samadhan which replied by the Department of Urban Development but no progress has ever been seen in to the matter. There is no use of passing such lagislations by the democratic elected State Government if the approval is not given by the Government of India or by the President of India well within the time schedule. When not satisfied with the replies of the State Government, the matter through the portal of the Government of India, was taken up with the Ministry of Urban Development, Government of India but despite several attempts, no reply has been received as yet. Similarly , the matter was also brought to the notice of the Hon'ble President of India through the portal of the President of India. Surprisingly, no response has been given by the office of the President of India my requests. Where is democracy in India. When a bill passed by the State Lagislature and sent for the approval of the Government of India or the president of India, should should be approved within the time schedule. The people of the State whether they are house owners or they are tanents. Both the parties in litigation in thousands and lacs in the State of Himachal Pradesh are being harassed in courts without the approval of the Government of India within time limit. More then a year, has been lapsed but the bill recommended to the Government of India for approval has not yet been received back with approval of the President. This type of lapses at the level of Government of India is not tolerable in a democratic country. It is again reitreated that the said bill may be got approved from the President of India and be made as an Act so that the lacs of litigants in the courts could get relief. MEMBER OF PARLIAMENT'S LOCAL AREA DEVELOPMENT SCHEME. HIKE IN MP'S FUND.

As per the decision of the Central Government, Members of Parliament's Local Area Development Scheme/  Fund has been raised by the U.P.A. Government from Rs. 2 Crores to Rs.5 Crores and it will be effective from 1st of April, 2011. Under this scheme an additional expenditure of Rs. 2,370 crores per year is to be made. This decision of the Government of India has come to the public as surprise. The Government should ensure transparency, accountability and effectiveness of the Scheme at grass root level as there have been complaints of misusing this fund by the M.Ps in connivance with bureaucracy for for their vested interests. The distribution of this fund is also not equatable to the public of the area to which the particular Member Parliament belongs. Similar is the situation of the Member Parliament in Rajya Sabha. Proper distribution of the fund to the backward and needy areas are not being done where its utilisation is utmost important.
The Government should address the concerns of this enhanced scheme. It is specially important because in its latest review report, the Comptroller and Auditor General of India has raised the question of diversion of funds, use of funds for private and commercial purposes, inflated estimates and misreporting of work progress besides wrong selection of work. The scheme's status report 1993-2010 shows encouraging trends with most states registering whopping 90% fund utilisation. The Government despite it should come clean over reports about irregularities in its implementation. This money belongs to the People of India and the Government and the Member Parliaments and the bureaucracy , the implementing agencies of the scheme should be made accountable , trans parents, and due responsibility be fixed while the scheme is being executed at the grass root level.

CORRUPTION ALL OVER THE COUNTRY FROM TOP TO BOTTOM.

At present the Indian country is only being run by the God and not by the public representatives sitting at the top i.e. in Government and opposition in the Lok Sabha, State Assemlies, Zila Parishads, Block Samittees and at Gram Panchayat level. Every where the news of corruption being heard on almost all the Electronic and Print Media.Whether you can take the case of "Adaras Building " in Mumbai where top class Polticians, Military Officers, Bureaucrats are involved on the behast of Kargil War Wards. The Lok Sabha and Rajya Sabha is blocked for almost during winter session on 176 lacs crores of Rupees Scandle by the Telecommunication Minister, A Raza and his associates. If the Central Government is sincere to run these augest Institutions why the Joint Parliamentary Committee is not being constituted? The public money is being misused by the Polticians who have been sent to the Lok Sabha and Rajya Sabha as no fruitful transaction have been carried out by these Auguest Houses. The corruptions in the buildings at Delhi are rampant. Recently, the Hon'ble Supreme Court of India has rejected the Petition of Allahabad High Court to expunge the remarks of corruption by the Judges. The land scandle by the Chief Minister of Karnatka is another biggest episode. The black money in foreign and swiss banks as quoted by the Swiss Bank that " All Indians are poor but India is not a poor country says one of the Swiss Bank Directors. He says that 280 lac crores of Indian Money is deposited in Swiss Banks which can be used for taxless Budget for 30  years .Can give 60 crores jobs to all Indian. From any village to Delhi 4 lane roads, Forever free powers supply to more then 500 Social Projects. Every citizen can get monthly 2000/- for 60 years. No need of World Bank & IMF loan. Think how our money is blocked by rich polticians. We have full right against corrupt Polticians, Bureaucrats, Military Officers, Judges etc. Every where there is a Land Scams, Every where there is a buildings Scam, every where telecommunication scam are going on . The entire money of the Indian poor people have been blocked by the rich dishonest as referred to above. Where the public may go for the redressal of their grievances. Similar situation is in the States. The Central Government schme " MNREGA" is being misused by the local village Panchayats and local public repreenatives for their own benefits by one way or the other. The Law of the Contempt of Court had been made by the British Rulers and emporers of British Rules for their safty. No one can say on corruption in the judiciary right from Supreme Court to the Sub-Judicial Magistrates with the fear of contempt. Such laws should immediately be dispense with so that every citizen may complaint through the Electronic and Print Media against the corrupt persons sitting in the judiciary. One step taken by the Supreme Court by refusing to strike off " rotten" remarks against the Judges of Allabad High Court. But this only does not serve the purpose. Who so ever are appointed and a authority Constituted for safe guard the interest of public to minimise corruption, that authority also become corrupt. Therefore, on the God is there to save the Indian Country and no other human authority can save it as every one has become corrupt. Sita Ram Dhiman, Senior B.S.P. Leader and Senior Vice President, BSP, District Shimla, Himachal Pradesh.

COCONUT WATER / MADAFU

Here is some information about Coconut Water:

'It's a natural isotonic beverage, with the same level of electrolytic balance as we have in our blood. It's the fluid of life, so to speak.'

During the Pacific War of 1941-45, both sides in the conflict regularly used coconut water - siphoned directly from the nut - to give emergency plasma transfusions to wounded soldiers.

Most coconut water is still consumed fresh in tropical coastal areas - once exposed to air, the liquid rapidly loses most of its organoleptic and nutritional characteristics, and begins to ferment.

Coconut Water is More Nutritious than whole milk - Less fat and NO cholesterol!

Coconut Water is More Healthy than Orange Juice - Much lower calories.

Coconut Water is Better than processed baby milk- It contains lauric acid, which is present in human mother's milk.

Coconut water is naturally sterile -- Water permeates though the filtering husk!

Coconut water is a universal donor-- Its identical to human blood plasma.

Coconut Water is a Natural Isotonic Beverage - The same level we have in our blood.

GUIDELINES TO THE L.P.G. CONSUMERS FOR THEIR SAFTY.

Have U ever heard about LPG gas cylinder's expiry date....!!

Do you know that there is an expiry date (physical life) for LPG cylinders? Expired Cylinders are not safe for use and may cause accidents. In this regard, please be cautious at the time of accepting any LPG cylinder from the vendor.

Here is how we can check the expiry of LPG cylinders:

On one of three side stems of the cylinder, the expiry date is coded alpha numerically as follows A or B or C or D and some two digit number following this e.g. D06.

The alphabets stand for quarters -

1. A for March (First Qtr),

2. B for June (Second Qtr),

3. C for Sept (Third Qtr),

4. D for December (Fourth Qtr).

The digits stand for the year till it is valid. Hence D06 would mean December qtr of 2006.

Please Return Back the Cylinder that you get with a Expiry Date, they are prone to Leak and other Hazardous accidents ...

The second example with D13 allows the cylinder to be in use until Dec 2013 .

Kindly pass this to every one,
and create awareness among the public.
Every L.P.G. Gas connection holder in the country should be aware about the expiry date of the L.P.G.

Cylinder as it is noted under one of the three thumbs on the top of every cylinder. On purchase of the

new filled cylinder, this date must be seen to avoid any unforeseen accidents . If the date is expired

and is seen before purchase, the cylinder must be returned so that any accidental / disastrous situation

could be avoided. This is very important for every house hold. If need be, a proper complaint must be

lodged with the Food and Supplies, Civil Supplies and Consumer affairs Department office located in

the jurisdiction of the particular consumer of L.P.G. If no action is taken by the officials of the

Department competent to take action against the L.P.G. Gas Agency, a complaint must be filed before the concerned District Consumer Disputes Redressal Forum, for getting the order from the Forum, for the

cancellation of Licence of the defaulter Agency beside claiming of compensation from the owner of the

Agency. Therefore, every L.P.G. consumer should be aware of his rights as provided under the

Constitution and further in the Consumer Protection Act, 1906.
